The administrative procedure (AP) is performed by territorial authorities of the Border Guard Service concerning foreign citizens and stateless persons who have reached the age of fourteen.
As a result of performing the AP, the applicant acquires the right to multiple entry, temporary stay and movement in the border zone within the declared district(s) for the declared period of time.
The maximum period for which residence in the border zone may be claimed is 24 months.
Submission of an application for AP, informing the applicant on the AP progress is performed via the UPES personal account, by e-mail and/or SMS.
As a result of performing the AP (in case of a positive administrative decision), the applicant receives information (a pass in electronic form) containing the pass number, the validity period of the pass and the district(s) allowed for residence using the selected notification methods.

This AP is not intended for the citizens of the Republic of Belarus.
A pass in hard copy is not provided to the applicant.
For entry, temporary stay and movement in the border zone it is necessary to have in possession a valid passport or other document confirming the identity of the person, intended for travelling abroad, indicated when submitting the application for the implementation of the AP.

To implement the AP, the person in interest submits an application on the Unified Portal of Electronic Services
The term of implementation of the AP is 5 working days from the date of submission of the application, in case of request of documents and (or) other information from other state authorities, other organisations — 1 month.
No payment is charged for the implementation of the AP
Foreign citizens and stateless persons permanently residing outside the Republic of Belarus who have reached the age of fourteen
