Administrative procedure "Obtaining a quality certificate for grain, flour, cereals imported into the Republic of Belarus or exported, as well as bakery and pasta products imported into the Republic of Belarus" is performed in accordance with sub-clause 7.22.1 of clause 7.22 of the Unified list of administrative procedures for economic operators, approved by the Resolution of the Council of Ministers of the Republic of Belarus 
No. 548 dated 24.09.2021 “On administrative procedures carried out in relation to business entities”.

List of documents required:

application;

copy of a document of the manufacturer containing technical requirements for product quality;

copy of a shipping document:

when transported by motor transport — a copy of a consignment note; 
when transported internationally by motor transport — a copy of an international CMR consignment note; 
when transported by rail transport — a copy of a railway consignment note.

The authorised body is the Republican Institution "State Bread Inspection".

In accordance with the location of the goods - Brest, Vitebsk, Gomel, Grodno, Mogilev or Minsk.

Strong authentication

1.         A party in interest has to authorise on the Unified Portal of Electronic Services https://platform.gov.by/ (UPES). Authorization on the Unified Portal of Electronic Services (UPES) is performed via the US IILE (using a valid private key, the private key certificate (PKC) of which is issued by the RCC of the SPKMS, biometric identity documents, as well as other methods of strong authentication available in the Unified System for Identification of Individuals and Legal Entities (US IILE)).

2.         Select administrative procedure 548.7.22.1 in the list of available administrative procedures and click on the "Order" button.

3. When filling in the application, a party in interest should select a regional state bread inspection in accordance with the location of the goods — the authorised body.

4. Attach the necessary documents and sign them with an electronic digital signature.

5. Send the application to the authorised body for consideration and making an administrative decision.

6. The result of the implementation of the administrative procedure will be available to the party in interest in their personal electronic account at the Unified Portal of Electronic Services (UPES) in the "My Services" section when viewing the previously submitted application.

an administrative decision on refusal to accept the application — a motivated letter signed with an electronic digital signature;

an administrative decision on the implementation of the administrative procedure — a notification letter specifying additional information on the issuance of the Test report of product samples, signed with an electronic digital signature;

an administrative decision on refusal to implement the administrative procedure — a notification letter specifying additional information on the issuance of the administrative decision and the Test report for product samples, signed with an electronic digital signature
