Administrative procedure "Obtaining a phytosanitary certificate for quarantinable products exported from the Republic of Belarus" is performed on the basis of the Resolution of the Council of Ministers of the Republic of Belarus
No. 548 dated 24.09.2021 “On administrative procedures carried out in relation to business entities”.
List of documents required:
— application;
— document confirming payment;
— copy of an agreement (contract) on delivery of quarantinable products;
— document confirming origin of quarantinable products (copy of certificate of origin of goods, or copy of certificate of quality of goods, or copy of consignment note, or copy of certificate, confirming manufacture of products by a natural person);
— phytosanitary certificate of exporting country (in case of drawing up a phytosanitary certificate for re-export of quarantinable products).

— the SI "Minsk Regional State Inspectorate for Seed Production, Quarantine and Plant Protection";
— the SI "Mogilev Regional State Inspectorate for Seed Production, Quarantine and Plant Protection";
Strong authentication
To submit an application for the administrative procedure, it is necessary to:
1. authorise on the Unified Portal of Electronic Services (UPES) via the US IILE (using a valid private key, the private key certificate (PKC) of which is issued by the RCC of the SPKMS, biometric identity documents, as well as other methods of strong authentication available in the Unified System for Identification of Individuals and Legal Entities (US IILE));
2. select this administrative procedure in the list of available services and procedures, click on the "Order" button;
3. confirm the fact of obtaining the act of quarantine phytosanitary control (supervision) (QPC) for the quarantinable products: enter the number of QPC act and pass the verification by means of intersystem interaction of the NAIS with the AIS "BELFITO";
4. in case of successful verification of the presence of the QPC act, fill in an electronic form.
When filling in the application a party in interest should: — choose the authorised body (according to a place of manufacture and (or) storage of quarantinable products;
— attach the necessary documents and sign with an EDS;
— send the application to the selected authorised body for consideration and making an administrative decision.
The result of the administrative decision will be available to the party in interest in their personal electronic account at the Unified Portal of Electronic Services (UPES) in the "My Services" section when viewing the previously submitted application.

The result of the implementation of the administrative procedure:
— an administrative decision on refusal to accept the application — a notification letter on refusal to accept the application;
— an administrative decision on refusal to implement the administrative procedure — a notification letter stating that the decision is taken on refusal to issue a phytosanitary certificate (PSC) with information on time, place and conditions of issuing the original of the administrative decision by expedited handling;
— an administrative decision on implementing the administrative procedure — a notification letter stating that the decision is taken on issuance of a phytosanitary certificate (PSC) with information on time, place and conditions of issuing the original of the administrative decision by expedited handling;
