The administrative procedure (AP) is performed by territorial authorities of the Border Guard Service concerning the economic operators (legal entities, individual entrepreneurs, residents and non-residents of the Republic of Belarus).
As a result of performing the AP, an applicant acquires the right to conduct economic and other activities in the border land.
Simultaneously with the acceptance of the positive administrative decision to conduct economic and other activities, the declared employees of the applicant acquire the right for multiple entry, temporary stay and movement in the border land within the declared district(s) in order to perform the declared activities.
The maximum period for which economic and other activities may be claimed in the border land is 24 months.
The permitted period of residence of employees of the economic operator corresponds to the period of validity of the permit to conduct economic and other activities.
Submission of an application for AP, informing the applicant on the AP progress is performed via the UPES personal account, by e-mail and/or SMS.
As a result of performing the AP (in case of a positive administrative decision), the applicant receives an electronic pass containing information on the pass number and the period of authorised extraordinary entry using the selected notification methods.

A permit to conduct economic and other activities, passes for employees in hard copy are not provided to the applicant.
Employees of the economic operator may only conduct the activities specified in the permit for economic and other activities and the employee's pass.
Before entering the border land, please familiarise yourself with the regulations for staying in the border land!!!!
For entry, temporary stay and movement in the border land it is necessary for an employee of the economic operator to have in possession a valid passport or other document confirming the identity of the person, intended for travelling abroad, indicated when submitting the application for the implementation of the AP.

To implement the AP, the person in interest submits an application on the Unified Portal of Electronic Services.
For the implementation of the AP, the employee of a legal entity should authorise in the UPES personal account with a personal key of electronic digital signature.
The term of implementation of the AP is 1 month
