The administrative procedure “Obtaining a licence for wholesale and retail trade in petroleum products” is carried out on the basis of Resolution of the Council of Ministers of the Republic of Belarus No. 548 dated September 24, 2021 “On Administrative Procedures Carried out in Relation to Business Entities”.

List of required documents:

1. A licence application;

2. Copies of the constituent or other organizational and administrative documents of the legal entity defining the status of a separate subdivision of this legal entity (if there is an intention to perform the licenced activity in a separate);

3. For wholesale trade in petroleum products (as a service constituting a licenced activity) – a copy of a document confirming the existence of a petroleum product storage facility (depending on the basis): a lease agreement; an agreement concluded with an oil refinery of the Republic of Belarus for the processing of hydrocarbon raw materials; commissioning certificate – for storage facilities being commissioned; purchase and sale agreement – for storage facilities acquired under a purchase and sale agreement;

4. For wholesale trade in imported petroleum products (as a service constituting a licenced activity) – a copy of a document confirming the existence of a petroleum product storage facility (depending on the basis): lease agreement commissioning certificate – for storage facilities being put into operation purchase and sale agreement – for storage facilities acquired under a purchase and sale agreement;

5. For retail trade in petroleum products (as a service constituting a licenced activity) – a copy of a document confirming the existence of a gas station (depending on the basis): lease agreement commissioning certificate – for gas stations put into operation purchase and sale agreement – for gas stations acquired under a purchase and sale agreement;

6. A document confirming payment of the state fee for the issuance of a licence (except in the cases where the fee is paid using the automated information system of the unified settlement and information space);

7. An extract from the commercial register of the country of incorporation or other equivalent proof of the legal status of a foreign organization in accordance with the legislation of the country of its incorporation.

The interested party must log in to the Unified Portal of Electronic Services (https://e-pasluga.by/) with strict authentication through the Unified System for Identification of Individuals and Legal Entities (using a valid private key, the public key certificate of which is issued by the Republican Certification Centre of the State System for Management of Public Keys for Electronic Digital Signatures Verification of the Republic of Belarus, biometric identity documents, as well as other methods of strict authentication available in the Unified System for Identification of Individuals and Legal Entities).

Select administrative procedure 548.8.10.1 from the list of available administrative procedures. Read the description of the administrative procedure, fill in the electronic application form with the necessary documents attached, and send the application to the authorized authority for consideration and administrative decision-making.

The result of the administrative procedure in electronic form will be available to the interested party in their personal electronic account on the unified portal of electronic services in the “My Services” section when viewing the previously submitted application

Payment of state duty in accordance with the legislation

Legal entities of the Republic of Belarus that have applied (are applying) for the implementation of the administrative procedure through the Unified Portal of Electronic Services

The result of the consideration of the application for the administrative procedure is an adopted administrative decision:

- on refusal to accept the application;

- on the implementation of the administrative procedure;

- on refusal to implement the administrative procedure
