The administrative procedure ‘Amending a licence for public railway transport activities’ is carried out on the basis of the Resolution of the Council of Ministers of the Republic of Belarus No. 548 dated September 24, 2021 ‘On administrative procedures in relation to business entities’.List of required documents:
1. Extract from the Trade Register of the country of incorporation or other equivalent evidence confirming the change in the name, location of the licensee - a foreign organization; last name, first name, patronymic (if any), place of residence of the licensee - a foreign individual entrepreneur, in accordance with the legislation of the country of their incorporation, or notarized copies of the specified documents (when changing the licence in cases provided for in subparagraph 1.1 of paragraph 1 of Article 22 of the Belarusian Law ‘On Licensing’): the document must meet the requirements specified in subparagraph 5.3 of paragraph 5 of the Regulation on the procedure for submitting and lists of documents and (or) information necessary for making decisions on licensing, requirements for submitted documents and (or) information, approved by Resolution of the Council of Ministers of the Republic of Belarus No. 154 dated February 27, 2023 (hereinafter referred to as the Regulation);
2. Copies of the constituent or other organizational and administrative documents of the licensee – a legal entity (the legal entity to which the licence has been transferred), defining the status of a separate subdivision of this legal entity in which the licensee (the legal entity to which the licence has been transferred) intends to begin (continue, cease) to carry out the licensed activity (when applying for a change in the licence in connection with a change in the list of separate subdivisions, including their name and (or) location, or the reorganization of the licensee – a legal entity).
3. Copy of the transfer deed, the separation balance sheet, constituent documents, in the case of a merger, incorporation, another document or a copy thereof, from which the fact of reorganisation of the licensee – a legal entity and transfer of the licence to another legal entity as a result of such reorganisation is clearly evident – when applying for a licence amendment in connection with the reorganisation of the licensee – a legal entity.
4. Information about railway vehicles that will be used for licensed activities (hereinafter referred to as the railway vehicle).
5. Copy of the contract for emergency response works with organisations providing these services in the territory of the Republic of Belarus.
6. Information about the employees who will carry out the licensed activity, in the form determined by the Ministry of Transport and Communications.
7. Copy of the document confirming the appointment of an employee responsible for providing services that constitute the licensed activity.
8. Copy of the document confirming the appointment of an employee responsible for ensuring the safety of traffic and operation of the railway transport.
9. Copies of documents confirming the compliance of the railway vehicles with the requirements provided for in paragraph two of Article 79 of the Belarusian Law ‘On Licensing’.
10. List of separate subdivisions, railway transport vehicles in which (using which) the licensed activity will be carried out (when applying for licence amendment due to a change in the list of services constituting the licensed activity, infrastructure sections on which the licensee intends to carry out the licensed activity).
11. Document confirming payment of the state fee

To submit an application for an administrative procedure:

2. the administrative procedure will be available in your personal electronic account
15 working days from the day following the day of application registration

Payment of state duty in accordance with the legislation
Foreign organizations created in accordance with the legislation of a member state of the Eurasian Economic Union, as well as individual entrepreneurs who are foreign citizens and stateless persons registered in a foreign member state of the Eurasian Economic Union, who have applied (are applying) for an administrative procedure through the Unified Portal of Electronic Services
The result of the consideration of the application for an administrative procedure is an adopted administrative decision:
- on refusal to accept the application;
- on the implementation of the administrative procedure;
- on refusal to implement the administrative procedure
