The administrative procedure ‘Obtaining a licence for  public railway transport activities’ is carried out on the basis of the Resolution of the Council of Ministers of the Republic of Belarus No. 548 dated September 24, 2021 ‘On administrative procedures in relation to business entities’.

List of required documents:

application for an administrative procedure, which must contain information on the absence of restrictions stipulated in paragraphs three through six of Article 223 of the Belarusian Law  ‘On Licensing’.

1. Extract from the Trade Register of the country of incorporation or other equivalent proof of the legal status of a foreign organization, foreign individual entrepreneur in accordance with the legislation of the country of their incorporation, or a notarized copy of the specified documents (the extract must be dated no later than six months before the date of filing an application for a licence) with a translation into Belarusian or Russian (the accuracy of the translation or the authenticity of the translator's signature must be notarized). 

2.  Copies of constituent or other organizational and administrative documents of a legal entity that determine the status of a separate subdivision of that legal entity. 

3. Information about the railway vehicles that will be used for the licensed activity. 

4.  Copies of documents confirming the compliance of railway transport vehicles with the requirements stipulated in the second paragraph of Article 79 of the Belarussian Law ‘On Licensing’. 

5. Copy of a special permit (licence) for transportation activities issued by the authorised body of the Eurasian Economic Union member state in which the licence applicant is established (registered): operating documentation of the manufacturer for railway vehicles intended for the transportation of passengers, baggage and freight baggage; certificates of conformity for railway vehicles subject to confirmation of conformity in accordance with the requirements of the technical regulations of the Customs Union TR CU 001/2011 ‘On the safety of the railway rolling stock’ and TR CU 002/2011 ‘On the safety of the high-speed rail transport’, adopted by Decision of the Customs Union Commission No. 710 dated July 15, 2011; an operation permit (an operation certificate) of a railway vehicle in the infrastructure of a member state of the Eurasian Economic Union in which the licence applicant is established (registered).

6.  Copy of the contract for emergency response works with organisations providing these services in the territory of the Republic of Belarus.

7. Information about the employees who will carry out the licensed activity.

8. Copy of the document confirming the appointment of an employee responsible for providing services that constitute the licensed activity.

9. Copy of the document confirming the appointment of an employee responsible for ensuring the safety of traffic and operation of railway transport.

10.  Document confirming payment of the state duty for granting a licence (except for the case of payment of the state duty through the use of the automated information system of the unified settlement and information space).

To submit an application for an administrative procedure:

1. log in to the UPES with nonstrict authentication;

2. the administrative procedure will be available in your personal electronic account

25 working days from the day following the day of application registration

Payment of state duty in accordance with the legislation

Foreign organizations established in accordance with the legislation of a member state of the Eurasian Economic Union, as well as individual entrepreneurs who are foreign citizens and stateless persons registered in a foreign member state of the Eurasian Economic Union, who have applied (are applying) for an administrative procedure through the Unified Portal of Electronic Services

The result of the consideration of the application for the administrative procedure is an adopted administrative decision:

- on refusal to accept the application;

- on the implementation of the administrative procedure;

- on refusal to implement the administrative procedure
