The administrative procedure is performed on the basis of and in accordance with the Law of the Republic of Belarus No. 433-Z (433-З) dated October 28, 2008 "On the basics of administrative procedures" and the Resolution of the Ministry of Antimonopoly Regulation and Trade of the Republic of Belarus No. 12 dated 07.02.2022 "On approval of the regulations of administrative procedures in the area of cross-border movement of certain types of goods".

The competent and authorised body is the Ministry of Antimonopoly Regulation and Trade

Submission of an electronic application by an interested party is performed after their authentication at the Unified Portal of E-services (UPES). Access of an interested party to the EPES for the purpose of submission of an electronic application is performed with their strong authentication (using a valid private key, the private key certificate (PKC) of which is issued by the RCC of the SPKMS, a biometric identity document (an ID card), as well as other methods of strong authentication available in the Unified System for Identification of Individuals and Legal Entities (US IILE)).

The state duty for the issuance of a licence is:

— 5 basic units for a one-time licence;

— 10 basic units for a general or exclusive licence.

A copy of the document confirming the state duty payment should be attached to the application for a licence.
