The administrative procedure ‘Amending licence for the production of alcoholic, non-food alcohol-containing products, non-food ethyl alcohol and tobacco products’ is carried out on the basis of Resolution No. 548 of the Council of Ministers of the Republic of Belarus dated 24 September 2021, ‘On Administrative Procedures in Relation to Business Entities’.
List of required documents:
an application for licence amendment;
a document confirming the transfer of the licence in connection with the reorganisation of the licence holder - legal entity (a copy of the transfer certificate, separation balance sheet, constituent documents, in case of merger, consolidation another document or a copy thereof, from which the fact of reorganisation of the licence holder - legal entity and the transfer of the licence to another legal entity as a result of such reorganisation is clearly evident) (in case of change of the licence in connection with the reorganisation of the licence holder - legal entity)
copies of constituent or other organisational and administrative documents of the licence holder - legal entity (legal entity to which the licence has been transferred), determining the status of the separate subdivision of this legal entity, where the licensee (legal entity to which the licence has been transferred) intends to start (continue, terminate) carrying out the licensed activity (in case of changing the licence in connection with changing the list of separate subdivisions, including their name and (or) location, or reorganisation of the licence holder - legal entity).
copies of lease or storage agreements concluded by the licence holder with owners of storage facilities located outside the production area (if any).
The Interested Party must log in to the Unified Electronic Services Portal (https://e-pasluga.by/) using strong authentication through the Unified Identification System for Individuals and Legal Entities (using a valid private key, the public key certificate of which is issued by the Republican Certification Centre of the State System for Private Key Management for Verifying Electronic Digital Signatures of the Republic of Belarus, Biometric Identity Documents, and other strong authentication methods available in the Unified Identification System for Individuals and Legal Entities).

The result of the electronic administrative procedure will be available to the Interested Party in in his/her personal account on the Unified Electronic Services Portal in the ‘My Services’ section when viewing a previously submitted application
15 working days from the date of registration of the application for the administrative procedure implementation

Payment of state duty in accordance with the legislation
Legal entities of the Republic of Belarus that are commercial organizations that have applied (are applying) for the implementation of an administrative procedure through the Unified Electronic Services Portal.
The result of the consideration of the application for the administrative procedure is an adopted administrative decision:
- on refusal to accept the application;
- on the implementation of the administrative procedure;
- on refusal to implement the administrative procedure
