The administrative procedure ‘Obtaining a licence for the production of alcoholic, non-food alcohol-containing products, non-food ethyl alcohol and tobacco products’ is carried out on the basis of Resolution No. 548 of the Council of Ministers of the Republic of Belarus dated 24 September 2021, ‘On Administrative Procedures in Relation to Business Entities’.
List of required documents:
a licence application;
copies of constituent or other organisational and administrative documents of the legal entity, determining the status of a separate subdivision of this legal entity (in case of intention to carry out the licenced activity in a separate subdivision);
copies of lease or storage agreements concluded by the licence applicant with owners of storage premises located outside the production areas (if any) copies of employment records of the head of the legal entity, his deputies, specialists in real estate activities (certified by the head of the legal entity).
The Interested Party must log in to the Unified Electronic Services Portal (https://e-pasluga.by/) using strong authentication through the Unified Identification System for Individuals and Legal Entities (using a valid private key, the public key certificate of which is issued by the Republican Certification Centre of the State System for Private Key Management for Verifying Electronic Digital Signatures of the Republic of Belarus, Biometric Identity Documents, and other strong authentication methods available in the Unified Identification System for Individuals and Legal Entities).

Read the description of the administrative procedure, click on the ‘Order’ button, fill in the electronic form with the required documents and send the application to the authorised body for consideration and administrative decision.
The result of the electronic administrative procedure will be available to the Interested Party in in his/her personal account on the Unified Electronic Services Portal in the ‘My Services’ section when viewing a previously submitted application.
