The administrative procedure “Amending a licence for activities related to service and civilian weapons and ammunition, collecting and exhibiting weapons and ammunition” is carried out on the basis of Resolution No. 548 of the Council of Ministers of the Republic of Belarus dated September 24, 2021, “On administrative procedures performed in relation to business entities”.

List of required documents:

1. application for amending a licence which must contain information about the absence of restrictions provided for in paragraphs nine to twelve of Article 223 of the Law of the Republic of Belarus “On Licensing”;

2. information about the employees of the licence applicant (except for the amendment of the licence in the cases provided for in the second paragraph of clause 8 of the Regulations on the procedure for submitting and lists of documents and (or) information necessary for making decisions on licensing issues, requirements for submitted documents and (or) information, approved by Resolution of the Council of Ministers of the Republic of Belarus No. 154 dated February 27, 2023 (hereinafter referred to as the Regulations));

3. medical certificate on the health condition of the employees of the licence applicant, a legal entity, confirming the absence of diseases and physical disabilities included in the list of diseases and physical disabilities of citizens, in the presence of which the possession of weapons is contraindicated (except for the amendment of the licence in the cases provided for in the second paragraph of clause 8 of the Regulations);

4. copies of documents confirming ownership or other legal grounds for the premises, buildings required to carry out the licensed activity (depending on the grounds) (except for the amendment of the licence in the cases provided for in the second paragraph of clause 8 of the Regulations): certificate (attestation) on state registration, extract from the registration book, lease (sublease) contract, contract for gratuitous use (loan), purchase and sale contract, transfer act;

5.  information on the conditions for storing weapons, their parts and components, and ammunition;

6.  a copy of the transfer act, separation balance sheet, constituent documents in the event of merger, acquisition or other document or copy thereof which clearly indicates reorganisation of the licensee, a legal entity, and the transfer of the licence to the legal entity, the applicant (in the event of amendment of the licence due to the reorganisation of a legal entity);

7.  copies of the constituent or other organisational and administrative documents of the legal entity defining the status of the separate division of that legal entity (when amending the licence due to changes in the list of separate divisions, including their names and/or locations, or due to the reorganisation of the licensee, a legal entity).

The interested party should log in to the Unified portal of electronic services (https://e-pasluga.by/) with strict authentication through the Unified system of identification of individuals and legal entities (using a valid private key, the public key certificate of which is issued by the Republican Certification Centre of the State System for Managing Public Keys for verifying electronic digital signatures of the Republic of Belarus, biometric identity documents as well as other methods of strict authentication available in the Unified system for identifying individuals and legal entities).

Select administrative procedure 548.17.1.2. from the list of available administrative procedures. Read the information, fill out the electronic application form, attach the necessary documents and send the application to the authorised body.

The result of the administrative procedure will be available to the interested party in electronic form in their personal electronic account on the Unified portal of electronic services in the “My Services” section when viewing the previously submitted application

25 working days from the date of registration of the application for the administrative procedure if the Law of the Republic of Belarus No. 213-3 dated October 14, 2022 “On Licensing” provides for an assessment or examination of the compliance of the license applicant’s capabilities with the pre-licensing requirements

Legal entities of the Republic of Belarus who have applied (are applying) for the implementation of an administrative procedure through the single portal of electronic services

The result of the consideration of the application for the administrative procedure is an adopted administrative decision:

- on refusal to accept the application;

- on the implementation of the administrative procedure;

- on refusal to implement the administrative procedure
