Accreditation of a credit rating agencies with the listing of legal entities established in the legal form of a business entity in the Register of Credit Rating Agencies and obtaining a certificate of listing in the Register of Credit Rating Agencies is carried out on the basis of:
The Statute of the National Bank of the Republic of Belarus, approved by the Decree of the President of the Republic of Belarus No. 320 dated June 13, 2001;
as well as in accordance with the requirements of:
the Regulations on the Procedures for Accreditation of Credit Rating Agencies, including the procedure for listing (excluding) them from the Register of Credit Rating Agencies and the contents of information to be listed in the Register, approved by the Resolution of the Council of Ministers and the National Bank of the Republic of Belarus No. 530/14 dated August 12, 2019;
the Instructions on the Credit Rating Agency Methodology, as well as other information in the area of credit rating activities, approved by the Resolution of the Board of the National Bank of the Republic of Belarus No. 324 dated August 12, 2019;
the Regulation on the Procedures for Organizing and Carrying out Credit Rating Activities, approved by the Resolution of the Board of the National Bank of the Republic of Belarus No. 325 dated August 12, 2019;
the Rules of Administrative Procedure regarding economic operators under Sub-clause 14.1.1 "Accreditation of a credit rating agency with listing in the Register of Credit Rating Agencies and obtaining a certificate of listing in the Register of Credit Rating Agencies", approved by the Decision of the Board of the National Bank of the Republic of Belarus No. 164 dated April 18, 2022.
The administrative procedure is performed in accordance with the User Manual for the Electronic Administrative Procedures Software
To submit an application for the administrative procedure, it is necessary to log in to the portal using a private EDS key, select this procedure in the list of available services and procedures, click on the "Order" button, fill in an electronic form and send the application (in the prescribed form) with the required documents to the National Bank of the Republic of Belarus (NBRB) for consideration and administrative decision-making.
Notification of the decision will be delivered to the user to the e-mail address indicated in the electronic form, as well as displayed in the personal account of the user of the NAIS UPES in the section "My Services" upon viewing the previously sent application
