The administrative procedure “Registration of an industrial park resident with entry into the register of industrial park residents” is carried out on the basis of Resolution No. 548 of the Council of Ministers of the Republic of Belarus dated September 24, 2021 “On administrative procedures carried out in relation to business entities”. As part of the administrative procedure, a decision is made on the registration of an industrial park resident with entry into the register of industrial park residents
To submit an application for the implementation of the AP, it is necessary:
1. Authenticate yourself on the Unified Portal of Electronic Services (UPES) using the Unified System for Identification of Individuals and Legal Entities (US IILE) (using a valid private key, the public key certificate of which is issued by the Republican Certification Centre of the State System for Management of Public Keys for Electronic Digital Signatures Verification of the Republic of Belarus, biometric identity documents, as well as other methods of strict authentication available in the US IILE).
2. Select the administrative procedure of interest.
3. Fill in the electronic application form, attach the necessary documents, and send it to the authorized body for an administrative decision.
4. The result of the administrative procedure will be available to the interested party in the personal electronic account on the UPES in the “My Services” section when viewing the previously submitted application.
List of documents required for the implementation of the administrative procedure:
To register an entity engaged in innovative activities in the industrial park without being located on the premises of the China-Belarus Innovation Center for the Commercialization of Scientific and Technical Achievements or a resident creating conditions for innovative activities:
- an application;
- a project feasibility study of an innovative project;
- documents confirming: scientific significance, novelty, originality, legal protection of the start-up project (certificates, licenses, attestations); participation in innovation-oriented competitions; results of joint work with a relevant institute of the National Academy of Sciences of Belarus; implementation of R&D commissioned by the State Committee for Science and Technology of the Republic of Belarus; implementation of projects included in the State Program for Innovative Development.
To register an entity engaged in innovative activities in the industrial park located on the premises of the China-Belarus Innovation Center for the Commercialization of Scientific and Technical Achievements or a resident creating conditions for innovative activities:
- an application;
- an agreement on support for business incubation of a start-up project or an agreement on support for business acceleration of a start-up project;
- a package of documents (application for incubation, project presentation, etc.) on the basis of which the decision on placement for incubation or acceleration was made

Legal entities and individual entrepreneurs of the Republic of Belarus (with their place of residence (domicile) in the territory of the China-Belarus Industrial Park “Great Stone” (hereinafter, unless otherwise specified, referred to as the Industrial Park), which carry out (or plan to carry out) innovative activities in the territory of the Industrial Park that correspond to the main areas of activity of the Industrial Park:
- creation and development of production facilities in the fields of electronics and telecommunications, pharmaceuticals (including biopharmaceuticals), medical devices, medical services, laboratory diagnostics, fine chemistry, biotechnology, mechanical engineering, new materials, integrated logistics, e-commerce, activities related to the storage and processing of large volumes of data, and socio-cultural activities;
- creation of conditions for innovative activities in the industrial park, attraction of innovative entities to the industrial park and provision of support to them, development of land plots within the park with the construction of infrastructure facilities on them, their maintenance, and creation of conditions for attracting residents to the industrial park, investors in the industrial park, and innovative entities in the industrial park to such plots;
- implementation of research, development, and experimental work, application of 5G technologies and artificial intelligence in the areas specified in subparagraph 7.1 of paragraph 7 of the Regulations on the Special Legal Regime of the China-Belarus Industrial Park “Great Stone”, approved by Decree of the President of the Republic of Belarus No. 166 of May 12, 2017, areas of activity
The result of consideration of the application for the administrative procedure is an administrative decision in the form of an electronic document that can be downloaded and printed
