The administrative procedure "Obtaining an opinion (permit) for the import of plant protection products included in Section 2.2 of the Unified list of goods subject to non-tariff regulation measures in trade with third countries, as provided for by the Protocol on non-tariff regulation measures in respect of third countries to the Treaty on the Eurasian Economic Union dated 29 May 2014 (Appendix No. 7)" is performed on the basis of subclause 25.8.3 of clause 25.8 of the Unified list of administrative procedures for economic operators, approved by Resolution of the Council of Ministers of the Republic of Belarus dated 24 September 2021 No. 548.

List of documents required:

•                    an application;

•                    draft opinion (permit);

•                    a copy of the agreement (contract), if the import of plant protection products is performed based on an agreement (contract), or a copy of the invoice or the bill of lading;

•                    a copy of the sanitary and hygienic conclusion for a warehouse for storage of plant protection products.

To submit an application for the administrative procedure (AP), it is necessary to authorise on the Unified Portal of E-services (UPES) via the US IILE (using a valid private key, the private key certificate (PKC) of which is issued by the RCC of the SPKMS, biometric identity documents, as well as other methods of strong authentication available in the US IILE, select this AP from the list of available ones, click on the "Order" button, fill in the electronic form with the required documents attached and submit the application to the authorised body for for consideration and administrative decision-making.

The result of the implementation of the AP will be available to the interested person in their personal electronic account at the Unified Portal of Electronic Services (UPES) in the "My Services" section when viewing the previously submitted application

The results of the implementation of the administrative procedure (AP):

•          an administrative decision on the implementation of the AP — a notification letter with information on the issuance of the opinion: on sending the opinion (permit) for the import of plant protection products included in Section 2.2 of the Unified list of goods subject to non-tariff regulation measures in trade with third countries, as provided for by the Protocol on non-tariff regulation measures in respect of third countries to the Treaty on the Eurasian Economic Union dated 29 May 2014 (Appendix No. 7) by mail to the address specified in the application for the implementation of the AP, or delivery by hand, depending on the method of receipt of the approval specified in the application for the AP, signed by EDS;

•          an administrative decision on refusal to implement the administrative procedure — a motivated letter signed with an EDS;

•          an administrative decision on refusal to accept the application for thr AP signed with an EDS.
