The administrative procedure (hereinafter referred to as AP) is performed on the basis of Resolution of the Council of Ministers of the Republic of Belarus dated 24.09.2021 No. 548 "On administrative procedures carried out in relation to business entities".

The AP is performed with the use of the State Information Resource "Register of Road Transport of Passengers in Irregular Traffic".
During the processing of the AP application, information from state information systems and resources is additionally included in the Register via NAIS.
Based on the analysis of the submitted information and the information obtained from the state information systems and resources, an administrative decision on the AP is taken.
The authorised body is the Transport Inspectorate
To submit an application for the AP, the interested party is required to:
authorise themselves at the Unified Portal of E-services (UPES) with strong authentication via the US IILE;
select this AP in the list of available services and procedures, click on the "Order" button;
during filling in an application for the AP, the status of the interested party is checked;
depending on the result of the check performed, the application form for the AP becomes available to the interested party, or the submission of an application for the AP is prohibited;
upon a favourably passed check, it is necessary to fill in the electronic form of the application for the AP, save the application for the AP;
after saving the application for the AP, the sufficiency of funds available for the implementation of the AP is checked;
depending on the result of the check performed, it becomes possible or impossible for the interested party to sign and submit an application for the AP;
upon a favourably passed check, it is necessary to sign the application for the AP with EDS;
submit the application for the AP to the selected authorised body for consideration and making an administrative decision.
The result of the implementation of the AP will be available to the party in interest in their personal account at the UPES in the "My Services" section when viewing the previously submitted application for the AP

an administrative decision on refusal to accept the application for the AP — a notification message in the personal account on the UPES on refusal to accept the application for the AP;
an administrative decision on the implementation of the AP — a notification message in the personal account on the UPES on recording an amendment regarding information on a dispatcher of road transport in the Register;
an administrative decision on refusal to implement the AP — a notification message in the personal account on the UPES on refusal to record an amendment regarding information on a dispatcher of road transport in the Register
