Receipt of an electronic special permit for heavy and(or) large vehicles to use public roads which is available for downloading and printing in the electronic account of an applicant at the Unified Portal of Electronic Services.
To create an application, it is necessary to apply to the authorised body - the RUE "Beldorcenter": register on the website https://tkts.centr.by, in the web-application https://tkts.centr.by/tktscarriersoffice and submit a preliminary application.
After making payment under the preliminary application in order to obtain a special permit in electronic form, it is necessary to submit an application at the UPES of NAIS website https://account.gov.by/.
All applications at the UPES of NAIS are displayed on the basis of an applicant organisation. All affiliates are required to have a personal account in the System for Remote Issuing of Special Permits for Heavy and (or) Large Vehicles (HLV) to use Public Roads on behalf of a parent organisation and to submit pre-applications:
Applicant — parent organisation
Carrier — branch (if a vehicle is registered at a branch)
The way an applicant can access the UPES of NAIS to submit (withdraw) the application for an electronic administrative procedure:
using means of identification: electronic digital signature for applicants which are legal entities and individual entrepreneurs of the Republic of Belarus;
without using means of identification: with a login-password for applicants which are non-resident organisations of the Republic of Belarus.
2 days, in case of necessity of agreement with organisations in interest — 1 month (providing necessary documents are submitted, according to clause 2 of the Regulation of administrative procedure, approved by the Resolution of the Ministry of Transport and Communications of the Republic of Belarus dated February 11, 2022, No. 2).
Free of charge.
Prior to the issuance of a special permit, an applicant is charged for the passage of HLV on public roads in accordance with the Decree of the President of the Republic of Belarus dated June 19, 2019 No. 239 "On the passage of heavy and (or) large vehicles", except applicants exempt from the fee for the passage of HLV on public roads based on part two of sub-clause 1.1 of clause 1 of this Decree (if the grounds confirming purpose and type of transportation are provided).
For the purpose of obtaining a special non-recurring permit: residents and non-residents of the Republic of Belarus, legal entities and individual entrepreneurs who are owners (users) of heavy and (or) large vehicles, and other persons acting on behalf of owners (users) of HLV, such as legal entities and individual entrepreneurs providing transport and forwarding services.
For the purpose of obtaining a special multiple-use permit: residents and non-residents of the Republic of Belarus, legal entities and individual entrepreneurs who are owners (users) of heavy and (or) large vehicles, and other persons acting on behalf of owners (users) of HLV, such as legal entities and individual entrepreneurs providing transport and forwarding services.
