The administrative procedure "Obtaining a permit for the exit of ordinary and special organised groups of children and their accompanying persons for health improvement abroad, confirming the humanitarian nature of the trip" (hereinafter — AP) is performed on the basis of Resolution of the Council of Ministers of the Republic of Belarus No. 548 dated 24.09.2021 "On administrative procedures carried out in relation to business entities".
List of documents required to be submitted by an interested party for the implementation of the AP:
an application;
a document of the host party confirming the creation in the places of stay of conditions corresponding to the sanitary regulations and hygienic standards of the country of stay (in case of collective residence of children in recreational institutions or other stationary facilities);
an insurance contract for children and accompanying persons and a contract of transportation (if the Belarusian sending organisation concludes contracts with an insurance or transportation company);
lists of children and accompanying persons;
a contract of co-operation on children's health improvement abroad;
contract (agreement) on accompanying an organised group of children travelling abroad for health improvement.
The authorised body whose competence includes consideration of the AP and decision-making on the AP is the Department for Humanitarian Affairs of the Property Management Directorate of the President of the Republic of Belarus
To submit an application for the administrative procedure, the interested party is required to:
pass the authentication procedure on the Unified Portal of E-services (UPES) via the US IILE (using a valid private key, the private key certificate (PKC) of which is issued by the RCC of the SPKMS, biometric identity documents, as well as other methods of strong authentication available in the Unified System for Identification of Individuals and Legal Entities (US IILE));
select this AP in the list of available services and procedures, click on the "Order" button;
fill in the electronic application form;
attach the required documents, sign them with an EDS and submit the application to the authorised body for consideration and administrative decision-making.
The result of the implementation of the AP will be available to the party in interest in their personal electronic account at the Unified Portal of Electronic Services (UPES) in the "My Services" section when viewing the previously submitted application
15 days, and in case of necessity to request information and (or) documents from other state bodies, other organisations — 1 month

Legal entities and individual entrepreneurs duly licensed to perform activities related to the health improvement of children abroad, as well as republican bodies of state administration and structural subdivisions of local executive and administrative bodies if this activity is a function of these subdivisions
