The Administration of the President of the Republic of Belarus, the Office of the Council of Ministers of the Republic of Belarus, the State Secretariat of the Security Council of the Republic of Belarus, the State Control Committee and its territorial bodies, the Prosecutor General's Office and its subordinate procurator's offices, the Investigative Committee and its regional and Minsk departments, the Operational and Analytical Centre under the President of Belarus, the State Security Committee and its structural units, internal affairs agencies, customs offices, the State Border Committee, the Ministry of Finance, the Supreme Court, bailiffs, the Development Bank of the Republic of Belarus OJSC, the Ministry of Justice of the Republic of Belarus, other consumers in accordance with the legislation of the Republic of Belarus (after agreement with the Holder of the NIR).
